Rank Structure.

I have thought about this for a while and now i am posting this. Here we have a rank structure that goes:
1.Owner
2.Admin
3.Moderator
4.User

If we get more users there are more mods, If we get more mods there are more admins. That is how this structure works. If we have too many mods, We make a admin. Too many users we make a mod. Simple as that.

Owner and Admin are the same thing aren't they?
If there is a difference is it that the admin has the pass and the owner doesn't? or what?

I don't know why owner is up there. There can only ever be one owner (I think).
